Low FPS

Athlon XP 2600+
512 Ram
GF FX 5600 256Mb > Forcewave 81.85

I can't get more than 20 FPS, game graphics (render etc) in low or high the FPS don't change.
There is some games like F.E.A.R that you can work with DirectX8 and run well. There is some way to change or something to increase my FPS?
