Would it not be better to do some sort of plot iteration looking for coastal tiles within a certain range of the unit, then randomly select from those?
Wooah, I didn't even tell you how it is working now.
Your idea doesn't fulfil two of my conditions:
~make it global
~water path between plots

Could also iterate from the selected plot and reject it if barbs within certain range...
Not needed. You have the advantage of movement anyway.

I have passed my exams using only my knowledge and the luck I was born with.
I nearly future, I am starting test-games (a lot of changes, two new civs).

Tahiti (settled)
UA: On every continent, first coastal city founded receives Fishing Boat, +2 Food and +3 culture. Extra +25% Food, Production and Culture as long as no rival player has discovered this city.
UU: Settler; can embark all water instantly, before discovering Astronomy starting turn on Ocean will move unit to random coast (I think I will not disembark it; depends if AI handle it).
UB: Colosseum; +1 local happiness (instead 2), +1 global happiness, +2 points towards a Golden Age per turn.

Will not making Pirate/Buccaneer/West Indies Civilization. Reason: AI is not handling maritime warfare.
 
Hmm, so who else might be coming in the same pack with Tahiti? I have ideas for neat things that you seem quite skilled enough to handle.

Basically two unique ability ideas I thought of - one where signing a Defensive Pact gets you access to another civilization's UA, and lets them do the same (but they can't continue passing it on - basically A signs a pact with B, gets B's UA, and if B signs a pact with C, they get C's UA - but C cannot do the same, and must sign a pact with A to get B's UA).

The other is a two-part thing - their settled and conquered cities become City-States, and interface-wise the Ideology section on the Social Policy screen is replaced by a tree only they can use - they can still have an Ideology, it's just accessed with the tab at the top. I am wondering if these two are possible to code in, or if they're too weird to accomplish.

The thing with City-States is probably thing many of NewCiv-modders would like to do. Unfortunately City-States cannot be add in game in opposite to new civilizations (with some issues).

Shortly, nothing you listed is doable without changing in-game files. Traits would still not work even with dll, because many modders (like me) check civilization type (ok, to not bore you with technical staff; I like the spirit, give me more ideas and with some luck I will be able to do one).

What's about DoM textes? Will you make some more? I am planning to update civs in one-two weeks.
 
Ahh, I see the next set is released, neat. But yes, I should finish the other two DoM thingies for the first set.

Also, hmm, I notice now, Tahiti's colors are extremely similar to that of the Papal States, and Gallia's are only a touch different from Bulgaria. I'd personally choose a more vivid and ocean-ey one for Tahiti, I'm thinking a bright orange on a dark turquoise, sorta sunset-ish colors. As for Gallia, maybe an ashen green on a dark blue, since that strikes me as more forest-ey. Or do you have specific reasons for picking the colors that you have?

In case of Tahiti I was aware of similiraty, but I took colours right from the flag.

Gallia is different story, because first colours were so similar to Timurids that I decided to change it. Since I am only quickly comparing colours with existing civs I didn't find the similiraty with Bulgaria. Well, I admit those are close ones, but I can still differate them (unfortunately my english disallows me to describe colours differences). Simply, one is "red", second is more "blue".

I will add this on to-do list. Feel free to share the colours (either simple image or color code [255,255,255]).

James VI is a better choice for the reasons outlined above (people being confused by Braveheart, which is about as factual as Star Wars)
 
The question was made, because it seems like William Wallace is much more important for Scots than James VI (who I found personally the best choice, but I am not a true highlander). There are also some lovely Wallace's monuments for usage. Anyway I will stay with James to ensure my infallibility.

And back to learning & staff...

another problem i found is that the UA of bulgaria doesnt seem to work for me.. tested it in 2 different games with 100 rounds each and never got any additional culture

Are you sure? It is even displayed as "Culture for Free" per turn. I assume you have both GK and BNW?

Oh yeah, on a side note, when loading your mod for set IX, the little description only says it adds Gallia, not Qin or Tahiti, so.
I am happy it is not "qrfsgfada" type of description. :)

On my own, I have noticed that Olmec's landmarks not work properly in opposite to my testing games, where everything was fine.

Played a game as Khmer, the first time I've used one of your civs. Very enjoyable: the huge population gave me an immense science lead just like the pre-BNW days of putting things all in to a science victory. Though using the Reform and Rule mod that redoes social policies may have a hand in that, too, but a size 59 capital with no signs of stopping around turn ~310 is pretty good.

Anyways, my question is does the Baray still provide the normal garden benefits of assisting in great people generation? It doesn't say so on the tooltip in-game.

Then I have to ask if you have the newest version, the one converting science into culture. Culture from specialist wasn't working (because it was based on XML... :D).
