Is it possible to make two citizen on one field city

Having managed to extend the number of workable tiles in a city from 3 rings to 5 rings (see http://www.picknmixmods.com/mods/72e3495c-054e-4a15-9c49-70e2ca197621/mod.html) I know the game core stores just a single "worked by city" value for each plot. Extending this to permit multiple workers from a city per tile would come under the "possible, but non-trivial, and save-game breaking" category
