The Industrial Revolution changed the world, and certainly changes things big time in Civ 4.

But which technology is the most important?

Subjective as always, and you have 3 votes!
 
My votes were for:
- Assembly line - factories completely change the dynamics of the game and infantry are super significant too
- Communism - so many things going - free GP, great wonder, and one of the best civics
- Combustion - leads to other good things, but importantly the most significant military (dis)advantage (frigate vs destroyer is not a good match up)
 
Assembly Line for the most powerful production boost in the game.

Fission and Combustion because they are the transformative military techs to the point that fighting without them against an enemy with them is hopeless (a bit less so fo Combustion I guess).
 
Steel is easier to reach than Rifling though.

No votes for Biology? It's pretty good to pump your score.
 
Assembly line, Steel, Biology. The hardest choice so far - Communism, Railroad and SciMethod also were in my short list.
 
Steel and just steel for the reasons Fippy gave. Cannons are the best all-round breakout unit, cuirs being weaker on water heavy maps. It’s also an easy beeline and great trade bait because it’s not popular with the AI. AL is obviously more powerful but comes later and, if you’re advanced enough to have a big window when you have it at the AI doesn’t, you’ve already won the game. You can be technologically behind or at least middle of the pack but be ahead military techwise fairly consistent with steel.

Assembly Line in general.

Steel is the strongest power spike in the game, cannons are insane. But depends on if you need cannons or not.
