Multiplayer Luxury Connection

Was playing MP, built my capital on a lux, and didn't get the happiness bonus from it. Pretty simple

Well it's 3400BC, which gives my city long enough to grow to size 2 in those surroundings It wouldn't have gone into civil disorder if it was connected

Happened again, although this time I didn't build my city ontop of the resource. After about 10 - 20 turns of waiting, it finally recognised it.
