If he wants to play Civ 5 and Total War at highest or second highest settings, 650 isn't low-end at all. It's more than enough. The games the OP wants to play with his rig aren't GPU-intensive.
Naahh, the 650 especially the Ti aren't low end.
It will do for high to max settings in most games, unless you go crazy with the AA.
The 640 should be avoided, though.
If you get the 2 GB VRAM TI version and if you're low on money/tight budgeted then its not a bad choice, although 660s go for only about $50 more. and seem like the better option in the long run to me.
If your budget is $1100--which to me is not a tight budget at all--get a good card. E.g. 660/7870 level. Or 7850 if you want to save some money. There is always an upgrade you can do in the future; if you have the money now just upgrade now.
