The rationale (as I understand it) was to make modding easier for the (average) would-be Modmaker, because if someone wanted to add new building-types to a mod, they would either have to re-use existing artwork, or they would need to generate (additional) original artwork for that new building themselves. The former is aesthetically undesirable (it would result in the city-view ending up with (apparently) duplicated buildings), and the latter might require software/ skills beyond the grasp of Joe Average.
So city-view was unilaterally switched off for all modified .biq (game rules) files -- including the Conquests-scenarios created by Firaxis itself (similar to how the game also doesn't record highscores for any modded .biqs, including the Conquests).
