It seems like there are two forms of culture production in Civ 5:
1) Culture generated by your cities, because of buildings, specialists, wonders or special abilities (like France's Ancien Regime)
2) Culture generated from other sources like allied civilized cultured city states or special abilities (like Aztec's Sacrificial Captives).
City-generated culture accumulates to expand that city's # of workable tiles. Furthermore, all culture generated gets pooled together so you can purchase Social Policies.
So, my question is, does any of the culture generated from non-city sources get used for expanding any cities' # of workable tiles?
For example, if I'm Montezuma and my swordsman destroys an enemy pikeman, does my capital get the culture to expand it's borders? Does it instead go to whatever city of mine is closest to the battle? Or is it only added to my Social Policy purchasing pool, making external culture sources inferior to internal culture sources?
