Non-City Culture Question

It seems like there are two forms of culture production in Civ 5:
1) Culture generated by your cities, because of buildings, specialists, wonders or special abilities (like France's Ancien Regime)

2) Culture generated from other sources like allied civilized cultured city states or special abilities (like Aztec's Sacrificial Captives).

City-generated culture accumulates to expand that city's # of workable tiles. Furthermore, all culture generated gets pooled together so you can purchase Social Policies.

So, my question is, does any of the culture generated from non-city sources get used for expanding any cities' # of workable tiles?

For example, if I'm Montezuma and my swordsman destroys an enemy pikeman, does my capital get the culture to expand it's borders? Does it instead go to whatever city of mine is closest to the battle? Or is it only added to my Social Policy purchasing pool, making external culture sources inferior to internal culture sources?
 
It would be nice if there was some system (like other sources of culture) to take ownership of tiles in between your cities. In Civ IV it was nice to have one large area to call your empire as opposed to a bunch of cities with gaps and open areas. Hopefully the AI won't start to settle new cities in the gaps ala Civ III again.
 
I assume it adds to the total culture only, so from this point Aztec ability is weaker than France. But they should gain more than 1 culture per win, I suppose.
 
With city states, it specifically says that it goes to empire culture, which only affects policies. I'd expect it's the same with the aztecs.
 
1 culture per win is tiny. If France has 5 cities, the Aztecs would have to win 10 battles a turn just to receive as much global culture, let alone not getting any city culture. It's gotta be a decent number.
 
I believe that expanding city borders comes only from the individual city itself.

And yeah, I would hope it would be more then 1 culture per win, especially considering that you won't be killing units every single turn.
