Allowing escorted civilian units to gain +1 movement from scouts could be an interesting perk.
So Scouts could help settlers get to where their going quicker, with the aim of avoiding combat and helping get the settler out of dangerous situations. Of course, that comes with a big risk if you actually end up in combat!
