Maybe not, in Civ3 we can move troops through enemy territory without a ROP. You (or the AI) can demand that they leave or declare war at a point, sometimes even just for workers. I always laugh when some random AI civ demands that I move my workers out of their territory.

No it isn't… if you have a hard time reading it just highlight it.

I've seen that many times. But there's worse, like having scouts thrown out.
