I start this thread to find out the synergies between certain policies and the UU/UA/UB of civilizations.

Let's start with Rome. Their UA gives them a production boost which gets higher for every city you have. They also have no UB, making them more war-oriented. A large empire seems to be fitting for Rome. So Order (and to a lesser extent Liberty - which is already good for every civilization) seems to be a very good policy for them, with it's empire-wide bonuses.

The Aztecs will be able to get early policies faster, thanks to their unique ability. This means the finisher or more late-coming policies are easier to get for them. This could result in an early GE or GS from Liberty, but if you want to play Always War with the Aztecs, Honor's gold-per-killed-unit is close at hand too.

Both England's SoTL and UA seem to point to the seas. The Commerce policy tree gives bonuses to harbours and coastal cities, so that might be a better choice for England.

Are there any other synergies?
