Is it possible to get the players tech?
I want to give the player the optics tech if the player has researched sailing!

If you mean exchanging technologies like in old civ's, then no. You can't exchange any techs at all, you can build Research Agreements which give you a science boost, but they are quite limited.

I mean give a research to a civ. Like they have researched it.
