Economic Union, Finance, and Business
We have founded the Union of Unfederated Pacific States Co-Prosperity Agreement and its headquarters is in Bangkok. We will back our economic policy with organization of the required bureaucracy and support infrastructure. Indeed we will reconstruct one of the bombed-out central squares of Bangkok with a massive courtyard with flags of several newly ascending allied nations. On one side will be the forty-two story Union of Unfederated Pacific States Co-Prosperity Agreement headquarters, a glistening edifice of chromed steel and silvery glass. The headquarters will bring stability and permanence to the organization and help spearhead its expansion into new markets.
Speaking of which, we will continue to try and introduce the Coprosperity agreement to Indonesia, Papua and India, as well as the Oceanic and American Pacific coast states. Our successes and stability may entice them to join our union.
Additionally the founding of the UPSCPA and our very supportive approach to trade and business is leading to the growth of a capitalist business class. To encourage capital venture investment, we will found the Unfederated Pacific States Stock Market in Bangkok on the same courtyard as the Co-Prosperity Agreement headquarters. Because of our laws governing the free movement of capital between member states, this should allow businessmen and investors from any state to invest in, and develop businesses and resources in all member states. Presumably this will help develop infrastructure and resources in promising, up and coming areas, while increasing wealth generally and of business and banks and larger corporations in particular.
Additionally, we will develop the Unfederated Pacific States Central Bank in Bangkok. This is a central lending and investment agency meant to fall under the auspices of the Co-prosperity agreement but also of central importance to the local Siamese economy. It will set interest rates and provide capital for investment, working alongside the Stock Market to further private investment in nascent territories newly developing by members of the Co-prosperity agreement and Siam in particular.
The goal is to develop the economy of all cooperative members and to assist in the development of Siamese territories and resources that lack infrastructure or development (territories newly gained are a good target for this).
Spain
Attend the Spanish conference with a pro-business, anti-isolationist agenda. Assume a fairly minor role. Take advantage of the opportunity to push the Co-Prosperity Agreement with Pacific powers not already signed on. Ask the spanish to stop calling the plague the "South-Asian Plague".
Inland Development and Expansion
The Siamese military will head into the hills and fertile river basins of RL Laos, Cambodia, Vietnam and Burma that are not already occupied by our Indonesia countries. They will bring with them representatives of the government, of business, and of the centralized Theravada Buddhist patriarch in Bangkok. For those villages operating independently and at subsidence level, we will bring investors to provide irrigation and fertilizer to increase productivity and revenue and government education and cultural programs. Villages are expected to swear allegiance to the Siamese state.
For more organized independent towns or groups of villages, we will again offer investment, and education, but we will also provide military protection against those who are attempting to survive by banditry and theft. We offer security, education, culture, and financial opportunity. If they refuse us, isolate them territorially by adopting the lands around them and founding colonies in the area. Over the course of the 30 year BT, slowly assimilate them and if they prove resistant, force the issue, never overtly attacking them with our military but certainly putting them in a position where they can either attack or be slowly absorbed. And if they do attack, defend ourselves and kill their leaders and assume control of their people and lands.
The goal is to push our inland territorial boundaries all the way to the current Indochinese and Indian borders.
Sea-Based Development and Expansion
Send colonists, government officials, religious leaders and our military to the islands of the Philippines, Taiwan, Sulawasi, and those portions of Borneo not already under Sarawak control, as well as more distant Hawaii. Set up colonies and townships in those areas with little foreign populations, and in areas with foreign populations that are not too organized or that have failed to adequately recover, trade them security, economic investment, food and medicine, for their allegiance to our nation. In those areas that are more organized, set up trading partnerships and over the course of the 30 year BT, keep sending officials, business investments, cultural icons and religious officials (where appropriate) to try and slowly absorb them over time. Use our military to protect our colonists and our routes to these areas. Use financial capital generated from private business to invest in their infrastructure and otherwise win them with kindness. Areas with a strong independent culture (the Philipines, Taiwan) but that may lack organization or economic opportunity will be assured of their continued independence of culture and indentity. Seeing as how japan is also moving on taiwan, move quickly here (once we know IC that their intentions are what they are) and be especially generous in supporting Taiwanese regions that accept Siamese cooperation and support (and governance). Don't start a war over it or anything but at the same time, don't back down either.
Goal is to expand our territory to the entirety of the islands of the Philippines, Taiwan, Sulawasi, Hawaii, and portions of Borneo.
Scavenging
Continue our efforts to scavenge technology and materials from the before-times, but go further afield, even into the Americas and Africa. We are searching for knowledge (databases, digital libraries), advanced designs (military, industrial, etc), and research (scavenge universities, private research companies, etc). We also wish to seize weapons and vehicles; missile siloes, aircraft hangers, armor barracks, etc. If there are minor powers guarding these, try to buy them off and if that doesn't work, try to divide them and turn them against each other, then support a faction loyal to us and absorb them, again seizing weapons and equipment. Escort engineers and scientists with sodiers.
Goal: Make use of prior tech and materials to boost our own nation.

Make basic education mandatory and subsidize the private education of students attending secondary studies. Our secondary eduction will focus on law, business, medicine, biological sciences, and engineering.
Agriculture
Subsidize agricultural development and the emplacement of agricultural infrastructure. While we will focus on rice to feed our growing population and any refugees that join us from elsewhere, also focus on commercial agriculture- things like cotton for example, that can be used to drive domestic manufacture and commerce.
Energy
Use the scavenged technology from last BT to develop our first nuclear-power stations to power economic growth and development.
Mutual Support, Security and Military
Much of our armed forces will be in the field, with relatively little remaining on the home front. They will mostly be involved in protecting our trade colonies and newly acquired territories, escorting our business and shipping, and escorting our scavenging operations.
Additionally, we will come to the assistance of any of our Union of Unfederated Pacific States Mutual Support partners should they need it. Similiarly, should we be attacked, we will ask our allies to come to our assistance.
Our military will have a slight focus toward naval development but otherwise will be equally divided amongst the three major arms of the military.
