The notes for TBC 7.0 say:
"Diplomats can now be purchased again (if using Gazebos highly recommended City-State Diplomacy mod with this one). The purchase modifier is about equal to buildings, so its a very efficient expenditure of money. The reason I did this is I feel the importance of gold is too low in the game right now."
Has anyone tried this? I am on turn 52, have researched writing, but don't seem to have the option of purchasing messengers.
This is a brand new game, cleared cache and moduserdata, etc. Did this get dropped from the release but left in the release notes, or is it my install, or did I find a bug? Just looking for confirmation that purchasing should be allowed and that people have actually seen it work.
