Purchasing diplo units? (CSD v18 and TBC v7.0)

The notes for TBC 7.0 say:
"Diplomats can now be purchased again (if using Gazebo’s highly recommended City-State Diplomacy mod with this one). The purchase modifier is about equal to buildings, so it’s a very efficient expenditure of money. The reason I did this is I feel the importance of gold is too low in the game right now."

Has anyone tried this? I am on turn 52, have researched writing, but don't seem to have the option of purchasing messengers.
This is a brand new game, cleared cache and moduserdata, etc. Did this get dropped from the release but left in the release notes, or is it my install, or did I find a bug? Just looking for confirmation that purchasing should be allowed and that people have actually seen it work.

I haven't played with CSD lately, since I've been in discussions with Gazebo about ways to include some aspects of it in this mod. If the units are not purchasable it's an error, and will be fixed when I've merged parts into this mod.
