Yes, you do need correct types of government (called Civics) to rush production. There is one Civic for killing citizens to hurry production and another Civic to use money to hurry production.
In Civ4, there are Barbarian units and there are also animals. Animals are incapable of entering your territory. They will only attack very weak or defenseless units (i.e. Scouts, Warriors, Settlers, Workers) that are outside of territory. Barbarians will attack mostly any units they see, and occasionally come for your cities. Unlike Civ3, they can destroy or even capture your city. They are also capable of building their own cities, which you can take (a very good reason to play on Terra maps and take all of the Barbarian cities in the new world when you get over there). Barbarians are a much bigger threat in Civ4.
