Random city joined my empire

I was playing the other day and all of a sudden one of the Babylonian's cities suddenly decided to join my empire. It said they "Admired <city name>."

It was kind of annoying because the Babylonians effectively immediately took it back and got a key technology out of the deal as well.

Is this just a random event? What caused it to trigger?

I believe the trigger is that the enemy city is in disorder, and you have a city with lots of happy people in We Love the King/President Day celebration.

I think it can also happen when one civ captures the capital of another civ (in your case, Babylon might have been captured).

The first time it ever happened to me it was halfway across the world, so I immediately dispatched a boatload of warriors to defend it and got there JUST in the nick of time. Whew.

Got me into a whole new continent though!
