What if you made population expand borders and culture created happiness. Maybe a unit could claim territories and guarantee that land is yours. That way as population expands you can claim the surrounding land for your borders to expand. There should be limitations to this though. If someone does this could they post a version separate from the mod so I could add it to my mod. This would be appreciated.
