Remember in CivIII when there was a "king" unit you had to protect? What if there was a similar thing in CivIV, except the "kings" would have different :strength: and :move:. Also, if you killed the "king" of one Civ, that Civ would be able to have a new ruler.(if they had a spare leader)

Example:

Genghis Khan:
:strength: = 7
:move: = 3

If Genghis Khan is killed, the new Mongol leader would be Kubalai.(unless he was already killed, too)

I think that a king unit should have to be joined with another unit, because at a certain point, it would be too cheap to fight. Like Alexander the Great that fighted with his troops. The leader would bring a great bonus to a unit, but if killed, it should put the country in disorder and maybe civil war.

The joining is a good idea. The joined unit could have an exclusive Promotion for free.

Promotion: Federal Bodyguard (or Secret Service)

Can detect nationality of units with hidden nationality
Requires no upkeep
