Romans?

According to this link, for the Romans Warriors become Legions. Does this mean that Romans are supposed to be able to make Legions from the beginning, or that Warriors will upgrade to Legions when you discover Iron Working? I have not seen that happen in Civ Rev on the DS. Is this just a mistake in the guide, or a something unique to the DS version?

They only say that because roman warriors are normally called legions. They should make a new civ or at least more leaders and let them start with iron working.
