Historically, travel by sea was much faster than by land, right up till the railroads. Even though ships had to sail long roundabout ways. In the game ships are only faster before discovery of machinery.
What i think, aquatory of the cities having lighthouse built should be treated by ships "as roads", thus they would travel much faster in friendly waters. As for ocean, ships may receive a promotion giving double move in ocean upon the Navigation School was built. (what should it require? maybe great admiral?)
Another idea is to add an effect simulating irregularity of winds and its impact on sailing. Each turn wind-driven ships may receive -3..+1 move points. Say theres a 25% chance to get +1 move, 25% chanse to get -1 move, 15% chanse to get -2 and 5% to get -3.
