You allow city gifting, even though it would end in disqualification??? If you gift a city and recapture, won't it get razed being OCC? And you won't have any captured cities to gift. Am I missing something?
That's right. You're not missing anything.

No need to make a rule against gifting cities.

No one will be disqualified for giving away a city. They will instead be disqualified for not having seven cities with required buildings.

Teams with cities missing requirements finish behind teams with cities missing fewer requirements. Rationale: 1. We have no idea how many more turns are needed to tech Mass Media, for instance, so how can we estimate the penalty in turns. 2. Otherwise teams can strategically lop off one segment of the tech tree to finish sooner and still win Gold. Is that what you want?
No - as I said teams meeting all the requirements are ranked first, I've got a particular scenario in mind that I was trying to account for but am not saying anything more right now!

EDIT:- I'm leaning towards - you know the criteria, make sure you meet them!

No Barbarians - losing a Settler would be game over so I propose disabling barbarians, anyone strongly disagree?

I think it's fine - we'll just have to be careful and have escorts. It's Emperor, right? The barbs aren't going to be too big of a deal. Discourages very quick settling of all seven cities. Have to scout and control land, cause each city's got a lot to do, so you can't just plop them down any old place.
 
I prefer no barbs. Too much at stake, if losing one unit immediately disqualifies the team. That would require playing it 100% safe at all times, which would make the early game quite boring.
 
So one city challenge but we have to build 7? Should it not be called a seven city challenge?

Just to make sure were not required to build one of each great person for these cities and that is merely a title for each city. I assume were not mean't to stick to 7 cities all game. We can capture Ai cities?

Strike economies are interesting. We practised this last game. Having researched this further I found an amazing new trick our team hope to use next game. Could be game changing. I can't believe the forums missed this.

No you don't need any GP for these cities, the name is just a guide for the specialism. It's One City Challenge as that option is selected which means you can't build or capture any cities beyond the 7 you found with your Settlers. If you capture an AI city it will auto raze, it will also auto raze if it culture flips to you.

Least they gave you a hint the leader is a lady! Likely Victoria. I think the mapmaker has a soft spot for the English. Why else give them Redcoats?
