"Apparently the Great Wall can go over the water"
Usually, when the Great Wall approaches a body of water like the ocean, it stops and then continues once the land tiles resume (see this example image). In this case, though, it seems that a one tile wide coastline caused the wall to cross the water! I wonder if anyone can find the code in the SDK -- assuming it is there -- that would explain such a decision by the game engine.
