Suddenly can't infiltrate.

My burglars suddenly cannot infiltrate cities anymore. Why? This is messing up my plaaaaans.

Burglars are both criminals and ruffians. They can blend with city BUT, I might suspect they can really only do so IF they are not seen. If they are seen, they may not even be 'wanted' but it might be hard for them to enter without provoking a defense the way the code is right now.

Thank you I think you are right. I can see under the military adviser my target has 293 patrols which might be slowing me down.
