Actually it reduces beaurocracy as it spells out specifics that are to be carried out for identified cities, removing interprovincial and interdepartmental conflicts.
I do have a question. How do you know the exact shields minus corruption? (Like with Bavaria). Did you actually improve the terrain to find out? That's one thing I'm never sure of - when corruption will hit the capital. BTW, I've been implementing the size-20 plan in some of the cities for the set-up preturn with spare workers.
It's a bit of a guessing game but basically you just tally up the tiles and apply the corruption amount you already see in the existing city. Figure 1% corruption in the capital in Monarchy.
