Separate tech trees would limit the usefulness of technology theft. I stole a few techs during our game, so separate tech trees would disadvantage the Soviets somewhat. That's something to consider.

I was thinking about replacing the "in game" spy function with a menu with options - so while it would be more work, if techs had a "more or less equivalent" on the other side, you could still "steal" a tech - you'd just get "your version" of it. It might be preferable to having some research, say, "Jet V" when they don't actually get anything until "Jet VI".
