can you have a city connected to your trade network if the trade route goes through another civ's territory?
I thought that you would be able to as long as you were at peace I have had cities connected through a city state's territory before the patch.
But in my last game my core was surrounded by mountains and city states on all sides, so when I went to war and conquered a couple of cities on the far side of persia even though I build roads right through and was allied with the CS whose territory the road went through and I had open borders with persia the cities would not connect to my trade network.
I would have thought that you would be allowed to trade through territory of a civ that you had open borders with
