These are all good reasons for an individual to get their pet chipped. I do not see they are good reasons for the law to require it.

You're objecting to a democratic motion by forcing a medical procedure on (presumably) unwilling people. Jokingly, I'm sure.That is very definitely not what I have said.
Many vets in the UK do offer free care or reduced fees for those on means tested benefits.Maybe we should socialise pet healthcare, that way poor people can afford such things? I don't hold out much hope though, the current government has been increasingly privatising human healthcare, and I don't see the current Labour crop doing anything to reverse that either.
