I might have mentioned this before, but I don't get why a city with no freshwater should have access to a production bonus (from the well) that a city with freshwater access doesn't (until watermill).
Would it make sense to remove the production bonus from the well, and only keep the food bonus, to bring the food on par with a freshwater city (which gets the +1 food in the city tile if I am correct)? And make it cheaper if necessary.
Or would it penalize too much civs starting far from rivers?
