Where is the Enhanced User Interface mod?

I saw this on a youtube video (which I can't find now) and I'm not finding it in the steam workshop.

Is this one of those mods you have to download and install yourself?

Please note the installation instructions (it is installed as a DLC, not a regular mod).

Are you wanting the Community Patch and the EUI? If you do, just use the installer. It is easier then manually adding all the files and folders.
