Why Am I Given Options I Can't Take?

I got an event to upgrade a general but I can't take two of the three options and was wondering if this was a bug or not?

I think all the options are always displayed, but aren't they usually greyed out?

You can select the options, they just won't be relevant on the current unit. You could re-assign the general to a unit that could use the promotion.

The game picks from a list of General traits, it doesn't check whether the unit the General is currently assigned to can make use of them. Perhaps it should.
