I love self-referential jokes. Is this screenshot from a recent patch or mod?

Nope, just a Beyond the Sword game.

I went as far as looking in the XML text files and I still could not find the event.

I got it recently too. IIRC the rewards are +1 happiness in every town, +4 beakers for each university or a big amount of gold.
