We Fear You Are Becomming Too Advanced?

I got this just the other day while playing Fall from Heaven 2. The screen itself has nothing to do with the mod, however. In Civilization IV, each leader has a certain "tech trade threshold". This limit is independent of the amount of techs either of you may have. Since I passed this limit, I can't trade techs with them.
