dude. blockading a country is only going to stop trade with country's you are at war with. for example, place a swordsman on a road between country 1 and a country 2. did anything happen? declare war on country 2. country 1 and country 2 wont be trading anymore!

I've NEVER used one. They are costly (I don't generate many GPs) and have been severely nerfed since Civ 3 (half duration). it's not fun when nukes are completely pointless. forget the stupidity of the SDI. bomb shelters, which largely do nothing outside of provide psychological comfort in real life, completely own nukes in this game.
