As I said earlier, I didn't experience this.
Unless it takes quite a bit of time for your new trade routes to "catch on", the value of the trade routes from the cities that should be benefiting from the UA were awful.
In my experience, considering how disastrous the world congress can be, spies are vastly more useful helping you maintain city state allies.
For example, I don't know if it's possible for other Civs to vote for you as a world leader or not (I haven't found a way), but the information seems...
I found them almost useless.
The gold value of trade routes coming out of that new city (on a different continent) was far less then average. I expected it to be worth more, considering they say that more unique resources are supposed to be worth more.

I think I remember reading that the value of the trade route was supposed to be based on the uniqueness of what you are providing. I would imagine Indonesia's unique luxury resources should be worth a bit extra?
Most routes were getting me ~+11 gold.
The ones out of the new city was +4 gold.
Oh, ok. I'll have to check the trade route details when I play next. I think I assumed they weren't there and hidden, because the trade route value out of that new city was the lowest of all my cities & options.
Shouldn't they be more valuable somewhere?

I founded a city on a different continent than the one that I started on, but I don't see any luxury resources at all. I have a marble and horses, and that's it.
Is there some way you have to 'claim' these resources or perhaps find them? Or is there just a chance that you get none...
It's the first vote after it becomes the UN, so the first opportunity to get a diplo win.
Could you outline where your votes came from? I have all the city states and I don't see any other buildings like the palace that provide more.
Is it possible to win in the first voting session for world leader with these settings?
You need 22 votes, I am allied with every city state, have the forbidden palace and am host - for a grand total of 20.
I presume the next era will up the city state votes, etc...
