To me it seems like an effort to bring the franchise to casual gamers. That's really not a bad thing. I don't have to play every Civilization game released, even though I've been taking over the world since 1990.

Some of the AIs *will* have insane leader/civ combinations and they make for some interesting/fun/challenging antagonists. Some of the AIs will have crappy combinations, so this balances out.

I have razed London and Thebes to prevent English and Egyptian cultural victories. During the same game. The Egyptians were the vassal of the most powerful civilization (those damn Khmer with their 40% of the world). This has made the game much more interesting.
Dikes are insane. I founded a little island city. The only land tile in the fat cross was the city itself. Maoi Statues + Dike + Factory + Coal Power Plant + Ironworks (with one source of iron and one source of coal) + Engineer Specialists = ~160 production per turn.
Hatshepsut is one city away from a cultural victory ... guess where she spread Sid's Sushi? Even though it's my corporation, I thought this was a smart move.
