Jeff, I was playing an Egyptian Democracy at the Monarch level, and below Government, I changed "Normalcy" to "War-time" to engage in a military build-up. I was surprised to find out that I could not get out of "War-Time" mode by selecting that button, it was dead. I got out of war time...
