Try some more times, just make sure that the squad is reachable for city+2 infantries+canon at the same time.They can definitely kill the squad in one single turn.

the saves won't work... never mind, just got the achievement, btw, the wonders are not easy to appear on the damn random map, but you can also raze cities to get this achievement, however, not every razed city will create treasures, good luck

also found that the bigger the map is, the less time you need to win a Cultural Victory, ruins help a lot :) my last Cultural Victory was achieved before 1900AD, around 200 turns
