Unfortunately, there is currently a bug where the AI does not declare war on tribes in order to expand. This issue has been addressed in the public test version, in case you want to give the setup another try there. On the other hand, if you see the AI not claiming completely vacant sites, or...
Thanks for the feedback. The AI has definitely evolved since the initial release. We should probably disable double victory for the AI, since they start out with a bunch of cities.
Oh, the Barbarian AI is separate and not meant to be too sophisticated. Their units do not coordinate and they have no high-level goals. Barbarians are basically there just for you to satisfy your warmongering appetite until you run into other nations.
The AI currently starts with more territory than it can defend with its starting units. It builds more units, eventually, but initially it's weak. This may change.

Was it generic barbarian settlement, or a named tribe? And was the city site closer to you than to the AI? The AI currently is being generous at the beginning of the game, and does not settle generic barbarian city sites that are closer to other players. Is that a bad idea?
If you have any saves that show the AI doing something stupid, please post them here. This includes silly unit movement during the AI turn as well as bad suggestions of what tile improvements or units/projects/specialists to build. Maybe together we can make a decent AI before the game is done...
If this happens to you again, hang on to your save file and try loading it again the following week, with the latest version of the game. Bug fixes like this are being addressed with high priority and save files should be backwards compatible.
It's true that there is missing art, and the game is a work in progress in general. However, with weekly updates to the early release, it's a great chance for your feedback in these forums to make a difference in the finished product.
Hmm, the AI will pay more gold than the commerce you need to spend to research it, if you have libraries, etc. However, you can also get that same amount of gold with less commerce, if you have markets, etc, so it evens out...
