    Layout for Guard Towers?

    90 sounds high, but it's not. Even with water tiles to reduce pastures, my first city ran out of buildings real quick. Each pasture eats up a LOT of tiles. It's not bad at all if you're running a science city though as there's little else beyond the village green and a university.
