Kudos for braving the civ2 executable. Mercator brought this to the attention of more scenario creators who don't really stray into the General area any more.
As I see it you can best develop along three lines:
1. Removing simple restictions: money limit, event space limit...
The original game lets you build 51 units from effectively 88 techs (excluding FT).
With FW you have a potential extra 11 units from effectively 11 extra techs. (including plu).
With TOT you have a potential extra 29 units (80 total) from still only 11 extra techs.
Simply adding extra units...
Well it's still a really good compilation for us lazy people. I'll stick with my rules.txt variants though. Wouldn't it be good if someone could come up with a definitive mod for the full game,4000BC-2100AD? When you think about the tech tree you have quite a few dead ends: CA, Fun, Lab, Rfg...
Alternatively just use Civcity to change the production item of those Barbarian cities. But you've missed the point: the Barbarian AI cannot use air units as air units; it thinks them ground units and will not cross water.
I dunno, I quite like the idea of a scenario where the world has to fight against a renegade USA. The only problem is having them as barbarians, as barbarians cannot use air units (they'll move around, but never cross water).
Mike, is your TOT mod pack available on-line, or would you consider sharing this? I have my own mod-pack that I designed ages ago for FW, and just copied that straight over to TOT with newer units graphics but without adding more units.
That's interesting...this has previously been a non-fatal condition when it occurs in other scenario: the unit is created at those co-ordinates, but exists in a sort of 'third dimension' and cannot interact with the rest of the game. Maybe MGE is just less tolerant. And yes, this should be...
