Yup there is admin rights, I'm on Windows 7 64 Bit and I took ownership of every file relating to Civ. I've tried contacting steam but thats gone nowhere. I'll check for graphics drivers. One more note, reading through the logs I consistently noticed a mention of failing to load an espionage...
