What is also a possibility, is that, you build the FP at the end of your empire, in the city nearest to the AI you are planning to conquer, kinda like planning ahead. So if you are going for a domination/conquest win. planning ahead like that is very usefull, building it beforehand.

You don;t have to use/micromanage/do anything abt espionage to win, it's really just an extra that can give you an edge (if you want)

I'm not realy an expert I too play on Noble and lose alot, but This sounds very reasonable to me, especcially if you factor in that Zara's cultural defense will get higher and higher the longer you wait, possibly costing you a turn or two on bombarding, wich can cause trouble.

It would have been A LOT smarter and more convenient if they made the problem of being able to rush buy, depend on the economy civics, NOT government. That makes more sense too, come on, any government in history can buy stuff if the ECONOMY system pemits them to do that, right?
