You likely won't be able to. You can only get rid of cities via razing or disbanding on cultural flip without WBing it away.
AIs won't raze a city unless they are forced to (the city has never grown to size 2) and even barbs are likely to keep it if it's got population, so just leaving it...

I picked up CIv5+6 with all DLCs for a steal thanks to Gaben this sale season (about $45 all told) and have been trying to get into Civ6 again. I really want to like it (it's such a pretty and crisp looking game) but I keep hitting a wall in terms of enthusiasm to play it. So many decisions...
Also note that BUG mod won't show you if he's plotting if you you only know him alone (red fist reads directly off the 'WHEOOHRN" in the diplo screen) since he has no other potential target from your perspective.

Lincoln looks so...intense. It's usually the other way around with cover art between USA and Japan, they tend to make cutesy or childish characters in Japanese art look aggressive or edgy for overseas releases.
Getting around to trying out Civ5 and Civ6 now that I got them in this year's steam sale after like 8 years of going hard on Civ4. I've had civ6 on console but really only messed with it a bit because of controller drift issues and very long load times on XBone.

just a personal observation about raging barbs from watching my own AI only stuff:
It seems to only really delay the expansion phase for the affected AIs. But then they explode and somewhat make up for it later so it doesn't have that much of an effect on these AIs.

Low Sea levels + an additional AI. Everybody comfortably hits like 10-15 cities unless they get boxed hard, it makes end game empires more imposing.
