I favor DaveShack's map because of the placement of those 3 western cities. Move Cyc's #5 one spot SW and I'd say it's complete.
As to the order of settlement, obviously the coastal hill is first priority. After that, strike westward and save those two southeastern spots for a bit later.
A solid plan, but we seem to be missing a spot. Perhaps a city 1 North of that central mountain would be a good position, for completeness' sake if nothing else?

My inclination is to not provide a definition for exclusionary politics in the CoL but rather have it determined by judicial precedent. By having "exclusion" defined by the Judiciary on a case-by-case basis, we will end up with a more organic, reactive definition. This definition will also be...
