What if Eleanor leads either France or England? It's entirely possible. They'd just have to separate Civ selection from Leader selection somehow. .

World Congress is pretty much certain. I think Hungary and Inca will be full Civs rather than City States.

I think there'll be two more expansions for Civ VI rather than just one so Maya, Byzantium, Portugal, Assyria/Babylon, a Native American Civ, Ethiopia would be very likely for Expansion 3. Mali was already in my list. Phoenicia would make Carthage unlikely.

I think we'll get Ottomans, Inca, Mali, Maori, Phoenicia, Sweden, Hungary and Canada. World Congress and Diplomatic Victory are pretty much guaranteed.
