Is there a way to disable the way the game auto centers the screen on one's capital at the end of each turn?

I had the same issue. I was England and conquered all my rivals but (coincidently) the Ottomans. I was in a perpetual peace treaty with them. No matter how much I pissed them off, they would not declare war on me.

Yes! If you don't have enough gold, prioritize CS as others have mentioned. Maritime first, Cultural second, Militaristic third. That's the rule of thumb. Customize depending on your goals. BTW, CS's always have tech level equal to the highest Civ. So if you have the lead in tech, they...
