EDIT: Oh, barnacles. It turns out that none of the balance changes are in effect in my games. I figure the problem is I don't have all the "leader" DLCs (didn't know what exactly that meant). I assume that means the following DLCs? --Mongolia civilization and related scenario (free DLC)...
