Feed the World, Swords into Plowshares, and Fertility Rites may seem weak individually, but if you can combine all of them (and if lucky Temple of Artemis) then you can grow massive cities quickly without food trade routes or any food buildings more advanced than a granary.
Nice charts! I believe there is an error on the floating gardens: it doesn't mention the +2 food for every lake tile worked by that city, and says "can also be build" when it should say "can also be built."
Stalin was in civ4 and I don't believe that it was banned in Russia, so I don't think it's a USSR Civ.
WAIT A MINUTE. What if the dlc adds the motherland calls, which couldn't be included due to copyright issues in Russia?

Being half Cuban myself, I think having it as a civ would be cool (just please don't do Castro or any weird "revolucion" themed crap), but frankly, there are much better choices for a Latin civ. Argentina comes to mind especially, as until recently it would have been considered more important...
