For whatever reason all my vanilla civs aren't available for TSL start.

I'm pretty new at this. I found the files but what do you recommend I open the map file with? I used wordpad and I couldn't really understand what I was looking at. Or is that just my ignorance showing?

So I'm not new to Civ really but I wanted to do a big TSL game on YnAEMP map but a lot of the civs I want in don't have TSL. I was hoping you guys could help me set that up or at least get me on the right track with that? I've never really tinkered with the mod files or anything. Just subscribed...
