Why can't I build culture (like libraries and temples) for newly acquired cities? My choices are all military (tanks, calvary etc...). In fact, it seems as though any cultural gains that were their, are gone once I take it over?

All the documentation points to no prereq's to get the Caravel or Galleon, and yet I can go a long time before they start showing up as possible units for build. What am I missing here?!
